Basic principles of fiat currency transactions:


1. These rules will be formally implemented from the date of issuance, and will be revised or improved from time to time. The new rules after amendment or improvement will take effect from the date of publication;


2. If you do not agree with the rules and the revised or improved rules, please stop using the platform services immediately;


3. If you continue to use the platform services, it is deemed that you fully understand and accept the rules and the content of the rules modified or improved from time to time, and you are voluntarily bound by them.




Buyers should follow:


After creating an order, the buyer should:


1. Complete the payment within the payment time specified in the order, and then click "I have paid";


2. Use my real-name payment method, according to the order amount and the payment account designated by the order, to complete the order payment in real time;


3. If you choose non-real-time payment method to pay the order, you must obtain the seller's consent in advance;


4. Payment orders must not be marked with information such as "digital currency, BTC, bitcoin, and currency group";




The seller should follow the principles:


After generating an order, the seller should:


1. Provide a payment account certified by the platform;


2. After receiving the buyer's full payment, release the order within the specified time;


3. No buyer / customer service can be required to cancel the order without the buyer's consent;


4. No objection to the price of the order has been created without the buyer's consent;




Buyer exception handling measures


1. After the order is created, the buyer cancels the order.


Handling measures: If the system reaches 3 times on the same day, the system will limit the purchase function of the buyer; if triggered for 2 consecutive days, the system will further limit some functions of the buyer's account.


2. After the order is created, the system automatically cancels the order due to payment overtime.

3. In case of no payment, click "I have paid".


Solution: The seller has the right to cancel the order. The buyer is complained twice. The system will limit some functions of the buyer's account. If the amount of such complaint exceeds 50,000 RMB, the system will directly limit the buyer's account for 48 hours.


4. Payment was not made in accordance with the receiving account shown on the seller's order details page.


Treatment measures: The seller has the right to request the cancellation of the order, the digital assets are returned to the seller, and the buyer bears the risk of transferring the wrong money.


5. Failure to pay according to the account provided by the seller in the order chat window with the real name of the bound account.

6. In the case of non-payment, click "I have paid" first, and then make payment.

7. No payment account with the same real name as the platform account was used for payment.


Processing measures: The seller has the right to refuse the transaction directly, the seller can complete the refund processing within 24 hours after receiving the payment, and the digital assets are returned to the seller;


The buyer has been complained twice for this kind of situation, and the system will limit the buyer's account for 48 hours.


8. Payment is made within the payment time specified in the order, and the order is cancelled.


Measures:


(1) The buyer has completed all payments, and the order was cancelled by the buyer or cancelled by the system overtime;


(2) The buyer completed part of the payment, but the order was cancelled by the buyer or cancelled by the system overtime. If the order is cancelled by the buyer and the order is cancelled by the system overtime, the seller has the right to choose to continue the transaction or refund the transaction.


If the seller chooses a deal, this order platform will be reopened directly. After receiving the full payment, the seller needs to complete the release within 10 minutes. 9. If payment is made separately and all transfers have not been completed, click "I have paid" first, and then continue to complete the payment.


Measures:


1) If all payments are completed within the payment time specified in the order, the seller should continue to complete the order;


2) If all payments are not completed within the time specified in the order, the seller has the right to choose to continue the transaction or cancel the order after the refund.


If the seller chooses to continue the transaction, the seller shall complete the release within 10 minutes of receiving all payments.


If the seller chooses to cancel the order, the seller must complete the refund within 30 minutes after receiving the payment, and the digital assets are returned to the seller.


10. The payment amount does not match the order amount.


Measures:


1) If the payment amount is greater than the order amount, the order is completed, and the seller should refund the excess amount within 30 minutes after receiving the payment.


2) If the payment amount is less than the order amount, the seller has the right to choose to continue the transaction or request a cancellation after the refund.


If the seller chooses to continue the transaction, he has the right to complete the transaction based on the actual order amount and complete the order.


If the seller chooses to cancel the order, the seller must complete the refund within 30 minutes after receiving the payment, and the digital assets are returned to the seller.


11. After the buyer clicks "I have paid", the seller does not receive payment within 1 hour.


Measures:


1) Unless the buyer's payment method has obtained the seller's consent in advance, the seller has the right to choose to continue the transaction or cancel the order after the refund.


If the seller chooses to close the deal, the seller needs to complete the release within 10 minutes of receiving the payment.


If the seller chooses to cancel the order, the seller must complete the refund within 30 minutes after receiving the payment, and the digital assets are returned to the seller.


2) The seller is the publisher of the advertisement. The buyer cannot be contacted within 10 minutes after the appeal. After verifying that the seller has not received the payment, the Ombudsman will give priority to cancel the order within the scope of the advertiser's deposit.


12. After the payment is received, the seller's receiving account cannot verify the real name information.


Measures:


1) It is verified that the buyer's payment account is consistent with the platform's real-name account, and the payment is completed within the specified time of the order, and the order is normally closed.


2) After verifying that the buyer's payment account is inconsistent with the platform's real-name account, it shall be handled in accordance with the measures in Article 7 above.


13. Payment by non-real-time payment method without the seller's consent.


Action: The seller has the right to choose to continue the transaction or request a cancellation after the refund:


If the seller chooses to close the deal, the seller needs to complete the release within 10 minutes of receiving the payment.


If the seller chooses to cancel the order, the seller must complete the refund within 30 minutes after receiving the payment, and the digital assets are returned to the seller;


14. On holidays or working days from 17:00 to 9:00 the next day, bank card remittances of more than 50,000 have not been paid in batches, causing the seller to fail to receive the transfer within 1 hour.


Action: The seller has the right to choose to continue the transaction or refund the order after cancellation.


If the seller chooses to close the deal, the seller needs to complete the release within 10 minutes of receiving the payment.


If the seller chooses to cancel the order, the seller must complete the refund within 30 minutes after receiving the payment, and the digital assets are returned to the seller.


15. The seller's receiving account is abnormal due to the buyer's payment.


Measures:


1) The buyer cannot provide proof of the account's normality. The seller should complete the refund within 24 hours after the collection account is transferred to normal, and the platform cancels the order.


2) The buyer can provide proof of the account's normality. After verifying that the buyer's account is abnormal, the order is completed and the digital assets should be delivered to the buyer.


16. Remarks during payment: similar to "digital currency, BTC, bitcoin, currency group" and other words.


Action: The seller has the right to choose to continue the transaction or refund the transaction.


1) If the seller chooses to close the deal, the seller should complete the release within 10 minutes of receiving the payment.


2) If the seller chooses not to refund the transaction, the order is cancelled, the digital assets are returned to the seller, and the seller completes the refund within 60 minutes after receiving the payment; if the seller's collection account is therefore frozen, follow the measures in Article 15 above.




Seller exception handling measures


1. After the order is generated, there are objections to the order price.


Handling measures: Unless the buyer agrees to negotiate the order price, the order is completed normally, and the seller shall release it within the prescribed time.


2. The receiving account provided by the seller is abnormal.


Action: The buyer has the right to choose to continue the transaction or cancel the order.


If the buyer chooses to close the transaction and confirms that the buyer has paid in full within the time specified in the order, the seller shall complete the release within the time specified in the order after receiving the payment.


If the buyer chooses to cancel the order, the digital asset is returned to the seller after the seller completes the refund.


3. The buyer cannot complete the payment due to the seller's failure to provide an effective payment method in a timely manner, resulting in the cancellation of the order.


Action: The seller has been complained twice, and the system will limit some functions of the seller's account.


4. The seller (non-advertising party) does not bind valid payment information consistent with my real name or provide the buyer with a payment method that is inconsistent with the real name of the platform, such as: when receiving payment via Alipay or WeChat, the account number and QR code The payee name does not match the payee name shown on the order details page.


Measures:


1) The buyer has the right to cancel the order and complain to the platform.


2) The seller has been complained 3 times, and the system will permanently limit the seller's account.


3) If the buyer chooses to continue the transaction, the buyer shall bear the risks arising therefrom.


5. The buyer's payment account information is inconsistent with the platform real name information, and the transaction has not been rejected.


Measures:


1) The seller shall bear the risks arising therefrom.


2) In case of complaint, the system will limit some functions of the seller's account.


6. After receiving the full payment from the buyer, the release was not completed within 10 minutes.


Action: The buyer has the right to choose to continue the transaction or request a refund after canceling the order.


If the buyer chooses to close the deal, the Ombudsman will determine that the asset belongs to the buyer.


If the buyer cancels the order after requesting a refund, the seller should complete the refund within 30 minutes.
